Will a one piece scope base for a long action 110, fit a "J" series 110?

No, it will not fit. I just sold a 1 pc intermediate action base to NorcalMikie and he was wondering the same thing. I took measurements from both my intermediate action and my long action, and no combination lined up.

Here's a link to that thread where I also posted my measurements.

If you do not mind an extra hole you can drill and tap another set in the back. Did that to my "10" action so I could change scopes with out moving the rings between my 10 and 110s

Don't we need to know what caliber it is?  To determine if it is in fact an intermediate action?

I have a "J" series 7RM that is a long action.

Yes, if it is a long action it is the same spacing. If it is a true intermediate action(4.522" action screw spacing) it will not work.

Just noticed I never added the link in my earlier post. Doing it now. Sorry

Haven't measured it in a while, but am almost positive I remember it being the 4.52" but will check again tomorrow.

Update:  I checked and it IS a 4.52" action, true intermediate.
